What does DPEP mean?

The DPEP stands for District Primary Education Program. It is a scheme developed by the central government of India as a part of a covenant between the World Bank and India. The scheme was initiated in 1994. The main object behind such a program was to revitalize primary education in India and also to ensure that every child between the age of 6 to 14 received an education, or “the universalization of education”.

What was the scheme?

This education program was initiated to reshape the scenario of primary education in India. To make sure education was available and accessible to all, to reduce school dropouts, and to increase the standard of education. 

The DPEP was a part of the Social Safety Net Credit Adjustment Loan, a program of the world bank with India. This project is mainly funded by the world bank and the European Union.

Objectives

The main objective was to revolutionize and grant the right to education to every child. However, the program had specific goals which included:

• Reduction of dropout rates to less than 10%.
• To raise the average achievement rate by 25% of basic literacy and arithmancy. Additionally, it also seeks to increase the achievement rate in other matters. 
• To reduce dropouts and the difference between achievement rates among backward classes to less than 5%.
• To introduce every child to formal education.

How has it been implemented?

As the name suggests, the DPEP is a district-based program, which means it is aimed at operating on district levels. To date, more than 271 districts across all the states of the country have seen the implementation. 

Under the scheme concepts like Mid-day meals were introduced and through this, there has been an increment in the enrollment of girls from backward castes and tribes. Although initially, the dropout rate was high, in recent times, these numbers have seen a decline.
